It would be "incomprehensible for MPs to reject a minimum tax" by failing to agree on the Zucman tax in the National Assembly this Friday , economist Gabriel Zucman told franceinfo. "That would amount to accepting that billionaires have the right to pay zero" tax, he insisted, whereas the tax model he proposes, supported by the left, should, in his view, prevent tax avoidance.
In the current budgetary context, "we need the ultra-wealthy to make an effort, especially since they are the least taxed," continued Gabriel Zucman. "They can structure their wealth in such a way that it generates very little taxable income," he stated. " The question today is: do we accept that this anomaly will continue?"

Le premier ministre Sébastien Lecornu veut consacrer 130 millions d'euros dans le budget de la Sécurité sociale aux futures maisons France Santé, qu'il veut développer sur le territoire pour faire face à la désertification médicale. «On va modifier le projet de loi de finances pour la Sécurité sociale avec une somme de 130 millions d'euros» pour les maisons France Santé, a déclaré Sébastien Lecornu à l'occasion d'un déplacement à Carentan, dans la Manche.
Le premier ministre avait annoncé le lancement de ces maisons France Santé lors de son premier déplacement en tant que chef du gouvernement à Mâcon, mais sans apporter jusque là beaucoup de détails sur son projet. Les maisons France santé seront des structures déjà existantes comme des maisons de santé (animées par des médecins libéraux) ou des centres de santé (où des médecins salariés exercent) qui recevront chacune un «forfait de 50.000 euros» , a expliqué à Carentan Sébastien Lecornu.
Selon une source gouvernementale, pour avoir le label France Santé devront satisfaire «au moins quatre critères essentiels» : présence garantie d'un médecin et d'une infirmière, pas de dépassement, ouverture au moins cinq jours par semaine et recevoir des patients envoyés par le 15/service d'accès aux soins.

Invité sur RTL, Jordan Bardella plaide pour «une dissolution le plus vite possible ». Sur une éventuelle candidature personnelle à des législatives, le président RN a affirmé : «cela fait partie des possibilités» , avant d'avancer qu'il restait au parti «une dizaine de candidats encore à investir».
Sur la copie du gouvernement, l'eurodéputé RN juge que «ce n'est pas un bon budget» et reste «opposé» à la taxe Zucman , qui doit être examinée aujourd'hui à l'Assemblée.

Le texte était proposé par le Rassemblement national et a été voté grâce aux voix des Républicains, de l'UDR et d'Horizons, le parti d'Edouard Philippe.
«Le macronisme était absent, ni Gabriel Attal, ni Marc Fesneau n'était à l'Assemblée pour faire barrage. Donc la seule solution face à cette union des droites et au macronisme est l'union de la gauche !» , a-t-il ajouté.

L'adoption de ce texte à l'Assemblée nationale, dans le cadre des discussions sur le projet de loi de finances (PLF) 2026 , a été un véritable de coup de théâtre, montrant toute l'ampleur des désaccords dans les rangs de la chambre basse.
Cette taxe n'a été que l'une des nombreuses mesures alourdissant la fiscalité approuvées par les députés depuis le début de l'examen du projet de budget 2026 dans l'hémicycle vendredi 24 octobre. Taxes sur les Gafam, sur les superdividendes ou encore sur les hauts revenus, ces amendements, souvent portés par le RN ou LFI, ont fait l'objet de débats houleux. Pour réduire le déficit de la Sécurité sociale , les députés semblent étudier une autre voie que celle choisie par le gouvernement. Depuis le début de l'examen du projet de budget de la Sécu pour 2026, ce lundi, les élus réunis en commission des Affaires sociales ont rejeté plusieurs pistes de l'exécutif, comme le gel du barème de la CSG, la surtaxe des mutuelles ou la contribution patronale sur les tickets-restaurant. À la place, ceux-ci ont préféré mettre sur la table des alternatives, dont plusieurs taxes dites «comportementales» , qui visent à influencer les comportements des consommateurs pour les détourner de pratiques jugées à risque en matière de santé publique (alcool, tabac, sucre...).
Ces taxes ne font pas l'unanimité au sein de l'Assemblée. Le macroniste Jean-François Rousset y voit ainsi un «moyen efficace» de faire évoluer les mœurs, à condition qu'elles interviennent «dans le cadre d'un plan d'action de grande ampleur pour prévenir toutes ces addictions et en faire un combat». De son côté, le député RN Christophe Bentz a expliqué que son groupe s'opposerait à ces taxes comportementales, qui «sont une forme d'aveu d'échec des gouvernements successifs» et «vont attaquer très durement le pouvoir d'achat des Français» .

Les parlementaires doivent se prononcer en commission sur la suspension de la réforme des retraites
Les députés aborderont ce vendredi d'autres points chauds : gel des prestations sociales, montant prévu des dépenses de l'Assurance maladie... Mais le vote attendu sera celui sur la suspension de la réforme des retraites , autre condition de la non-censure du PS à laquelle le premier ministre a consenti.
S'il existe une majorité à l'Assemblée pour abroger purement et simplement la réforme, le sort de cet article en commission est incertain. LR et Horizons (le parti d'Édouard Philippe) proposeront sa suppression, et pourraient être soutenus par des macronistes.

Le RN devrait voter pour selon une source au groupe, tout comme les socialistes. Mais les Insoumis ne voteront pas l'article en commission, simple «report de la hausse de l'âge légal de départ» , argue Hadrien Clouet. Les écologistes l'envisagent aussi et décideront vendredi : «Hélas Macron a raison, c'est un décalage et non pas une suspension, qui quelque part entérine les 64 ans» , souligne Danielle Simonnet.
La taxe Zucman au cœur des tensions
Alors que gouvernement doit proposer une taxe sur certaines holdings , des sociétés qui détiennent des participations dans d'autres entreprises, la gauche défendra l'instauration de la taxe de l'économiste Gabriel Zucman , impôt minimum de 2% sur les patrimoines de plus de 100 millions d'euros.
Les socialistes proposeront en sus leur version de compromis au camp gouvernemental : 3% à partir de 10 millions d'euros, mais en excluant les entreprises innovantes et familiales. Philippe Brun (PS), négociateur pour son groupe sur le budget, estime son rendement à «15 milliards» , une estimation nettement rehaussée pour cette Zucman bis par rapport à de précédents calculs.
Le Rassemblement national et le MoDem, quant à eux, proposeront par exemple leurs versions d'un impôt sur la fortune.

Une journée charnière pour Sébastien Lecornu
Sauvé in extremis d'une motion de censure la semaine dernière, Sébastien Lecornu joue gros aujourd'hui. Le chef du gouvernement, soutenu par une majorité étroite, affronte une double pression : celle du PS, qui exige un signal fort sur la taxation des hauts patrimoines, celle du centre et de la droite, vent debout contre toute nouvelle taxe.
Lecornu a promis de ne pas «improviser des impôts qui créeraient des faillites certaines» , mais cherche une sortie politique qui éviterait un nouvel épisode de crise.
Bienvenue sur ce direct
Ce vendredi, journée décisive à l'Assemblée : les députés reprennent à 9 heures les débats sur la fiscalité du patrimoine, avec la fameuse taxe Zucman au cœur des échanges, et la suspension de la réforme des retraites en toile de fond.
Le premier ministre Sébastien Lecornu est attendu dans l'hémicycle, sous la pression du PS qui pose ses conditions pour éviter la censure.
